Backport of https://github.com/apache/flink/pull/27637 (db3777dc627), which went to master and release-2.3 but not to this branch. On this branch each OTel ITCase JVM builds `flink/opentelemetry-collector:latest` from a Dockerfile and removes it, so parallel forks fail in `@BeforeAll` with `ContainerLaunchException`. The fix starts the prebuilt `otel/opentelemetry-collector:0.111.0`, the same collector version the Dockerfile used, and copies the output file into it. The image pulls anonymously from Docker Hub. Last occurrence on this branch in the nightly of 2026-09-26, `test_cron_jdk21 connect`: https://dev.azure.com/apache-flink/98463496-1af2-4620-8eab-a2ecc1a2e6fe/_build/results?buildId=79462&view=logs&j=20977292-985a-55fa-bea5-c9f02afad127 Verified locally by starting the three OTel ITCases in parallel JVMs. 5 of 10 rounds fail on the base commit with the same `ContainerLaunchException`, 0 of 10 with this change.
