Pekko 1.1.3 is being released for other reasons and contains no changes that
deal with the Flink issues. We can add changes in a future Pekko 1.1.x release
but so far, we haven't gotten to the bottom of what is causing the Flink OOM
issue. It remains best for Flink to revert to Pekko 1.0.x until the cause of
the OOM is found and addressed.
