Currently, if we want to use LabeledGlobalFailureHandler to replace GlobalFailureHandler, the implementation cost is relatively high. I prefer to unify the exception handling modules of AdaptiveScheduler and DefaultScheduler in the future. I will investigate the feasibility of this idea. If feasible, create a separate ticket or FLIP to promote it at that time.
