How about removing the `@PublicEvolving` of `XaSinkStateHandler`? Because it
seems that it should not be a user interface (only used in
`JdbcXaSinkFunction`, and `JdbcXaSinkFunction` is `@Internal`).
Once `XaSinkStateHandler` is not `@PublicEvolving`, the change here will be
not needed.
