IMO, user should not configure `scan.infer-parallelism` because inferring
parallelism is default behavior that infers parallelism when `scan.parallelism`
isn't set, and use `scan.parallelism` when `scan.parallelism` is set. Otherwise
when does the user set `scan.infer-parallelism` to true?
