   ## What is the purpose of the change
   
   Pulsar's client provides a `Consumer.seek()` method for setting the start 
position. This method would cause the race condition sometimes, which may lead 
to duplicated messages in consuming results. This is unacceptable and we have 
to use Pulsar admin API instead.
   
   ## Brief change log
   
   * Drop `Consumer.seek()` in `PulsarPartitionSplitReaderTestBase`
   
   ## Verifying this change
   
   This change is a trivial rework without any test coverage.
