Hi @ChengXiangLi, sorry for long time until until I pick the PR up again.
It looks really good, just added a few minor comments and the one about
removing the target node.
This is only a problem, if the PartitionOperator actually has
LocalStrategy, but then it would fail IMO.
I'll try to run the PR on a cluster in the next days and see how it works
in a distributed setting.
