I think we can quickly finish the blocker JIRAs and current JIRA. this week. If
we agreed on the design!
I think `setCalciteConfig` can be removed temporarily(In this JIRA's PR), and
makes sense to me that introduce the `PlannerConfig` in FLINK-11452. and we can
discuss in FLINK-11452. :)
