   The `doFindLatestInstalledBuildTools` function in `cordova.gradle` has a 
bug: it can exclude valid Build Tools versions.
   I installed a version newer than MIN_BUILD_TOOLS_VERSION but within the same 
major version, in my case the minimum version is 34.0.0, my installed version 
is 35.0.1. The script considers 35.0.1 not within 34.0.0-35.0.0, which is a 
range that incorrectly calculates its upper bound.
