But... after going back to the original path, I see that the actual definition
of the extended timestamps states that:
So COMMONS-COMPRESS and the Oracle JDK were both doing it wrong.
So this goes back to the original patch in COMMONS-220

The time values are in standard Unix signed-long format, indicating the number
of seconds since 1 January 1970 00:00:00.
