I see CALCITE-6275 as a complete other issue. If I just look the type
signature of the function SqlTypeUtil.convertTypeToSpec it takes:
`(RelDataType type, @Nullable String charSetName, int maxPrecision, int
maxScale)` and return `SqlDataTypeSpec` it should perform it's function as a
unit of code.
