Description:
Maven 3.9.x has been out for 3 years, Maven 3.8.x and below are out of support,
and new plugin releases are only ensuring compatible down to 3.9.0, per
[https://maven.apache.org/docs/history.html|https://maven.apache.org/docs/history.html]
Raise the required build version to 3.9.0
(This is also already the default minimum imposed in the apache parent pom 36,
though we override its enforcer executions and are currently using 35 until
after ARTEMIS-5839)
