Maven 3.9.x has been out for 3 years, Maven 3.8.x and below are out of support,
and new plugin releases are only ensuring compatible down to 3.9.0, per
[https://maven.apache.org/docs/history.html|https://maven.apache.org/docs/history.html.]
Raise the required build version to 3.9.0
