Description: Currently, the admission controller in Impala does not provide
sufficient logging for configuration changes or decisions, which makes
debugging and investigating issues challenging. This task is to investigate
where we can enhance the logging to help the case, like adding admission
controller configuration at startup since configs cannot be dynamically
