Summary: Add more logging for admission controller configurations

Currently, the admission controller in Impala does not provide sufficient
logging for configuration changes or decisions, which makes debugging and
investigating issues challenging. This task is to investigate where we can
enhance the logging to help the case, like adding admission controller
configuration on startup or capturing configuration changes during runtime.
