libreswan has implemented the latest version of this document. The code is available in the git main branch and will be released as part of the next libreswan release which is 5.2 and expected to be released in the next 2-3 weeks. We did interop testing with ELVIS+ but I believe we need to still complete (or redo!) these tests as we ran into unrelated issues during IETF 121.
