I think that we aren't changing anything ... yet.
We are renaming things in anticipation of a new ESP (WESP, v3, whatever)
making new IANA requests, which would be weird looking if we don't rename first.
In some ways, this looks like busy-work, but I think it will make future work
more understandable.
