There were some questions whether the EESP/ESPv4 is going to be
general purpose thing (i.e., people would move from ESPv3 to ESPv4),
or limited thing.

As we have not decided that, it is better to leave the charter open in
that sense, and say that we may update old protocols or create a new
one.

Rebecca Guthrie sent some editorial nits, which can be done, and I
have a feeling that IESG might have even more :-)

I think the PQC section we have in the charter is already good enough,
and we do not need to modify it based on Rebecca's comments. We alread
discussed about the other PQC work (larger payloads etc) during the
chartering and thats why we added the last sentense there.

(The email came so much after my deadline that did not read it
properly until now).
