I was pointed out that you already are in the agenda for alldispatch
and alldispatch wiki says [1]:

ALLDISPATCH topics MUST NOT also be on the agenda of a WG meeting at
IETF, unless the topic is directly dispatched to that WG in the
session. The IESG asks working group chairs to ensure that this is so.

And as we already have too many presentations in the IPsecME agenda
now, I will be pulling your persentation out.

My understanding is that what you are doing will not be actual IPsec,
but you want to reuse some parts of IPsec, thus it would not be in the
IPsecME charter to work on that anyways.

On the other hand I do think IPsecME can give feedback what would be
the suitable way to use IPsec (or more likely IKE) to generate keys
for the method you use. 

(My own persional opinion would be to use SK_d (generated for
generating other keys) in similar manner than 2.17 of RFC7296
generates KEYMAT, but with different inputs to make it unique for each
use).
