As of today OCF Spec release information is announced in OCF Mailing list only. 
If IoTivity dev community thinks this is important for IoTivity community as 
well, they can raise this request to ISG, who in turn should communicate with 
OSWG in OCF for OCF board approval.

But there is one mor way, just join OCF as Basic member (Free) and enjoy this 
and more benefits (refer to OCF membership page).

A release of OCF specs is an OCF event.  I think you could argue that it has 
enough impact on iotivity that it's worth someone posting on an iotivity list 
too but I'm not sure there's anyone for whom that is part of their job...
