yes, if you are crossing network boundaries you need an intermediary
device of some sort.  OCF terminology generally calls bridges these
days, although much of the current bridging work is on translating
protocols (e.g. OCF to AllSeen).  I suppose using cloud could work
although that's putting the bridging device in kind of an odd place if
this is a simple case.
