It is not the case.
Indeed, this directory exists:
# ls -a /home/ioq3/
./  ../

And it is the home directory of this user:
# grep ioq3 /etc/passwd
ioq3:x:1006:100::/home/ioq3:/bin/false

# sudo -H -u ioq3 /usr/games/quake3/ioq3ded.i386 +exec yugiohjcj.config
ioq3 1.36 linux-i386 Sep 23 2012

As you can see it continues to write to the "/root" directory.
