I fixed that error with the workaround you kindly provided, and then some.
I have an error:
#error You now need to define either FIXED_POINT or FLOATING_POINT
I found that many say the fix is:
make speex-reconf
I downloaded:
http://downloads.xiph.org/releases/speex/speex-1.2rc1.tar.gz
I unpacked it. Then, ran a "make". Since, I have no "install" privileges, I
just ran a "make".
Then, I did a "make speex-reconf".
I got a load of output.
I went back to my ioquake3 folder, and did another "make". But, still the error
wouldn't go away.
What am I missing here?

I think I once ran into this problem, but I don't remember its solution. It's
not unfixable though. Try commenting the line SDL_config_minimal.h:38 as a
quick and dirty workaround.
As a note, I haven't really managed to test ioquake3 on ppc64 Linux as that is
quite an exotic architecture. But you should be able to make it work.
