I checked the version out, and it is 1.36. And, the build is one I compiled 
from 
start also.
Any ideas on how to fix netchan error?

That one has been fixed in ioquake3 some time ago, (after the 1.36
release, so you'll have to do the build yourself). When I last tried to
mass-add bots years ago, the game crashed at around 25 bots. Not with
your error though, memoryPool in g_mem.c was full. That pool is used
pretty much exclusively for botstates, so for 64 bots you should just
tripple its size.
