I agree that may be an issue but I think that Q3 was far more popular with players and mod teams than Doom 3. The "feel" of the engine just... it wasn't the same. If the graphics are basically the same I can see people preferring ioq3 due to the feel. Hell, even without the graphics I think there were (and are) more Q3-based players still out there than Doom 3-based players. I haven't actually looked that up but I really wouldn't be shocked if that were the case.
