Why not put a link to bugs.php.net in the github php-src repository description or web-site fields? I've seen other projects with multiple websites listed. "The PHP Interpreter http://www.php.net Please submit issues at http://bugs.php.net"; or something along those lines. Perhaps this can help to make the tracker a little more visible?
