My understanding (admittedly I've only skim-read the text) was that this document was advisory, not enforced - it's the general goals that a full Code of Conduct would define in excruciating detail. But yes, that should be made explicit, with reference to the Code of Conduct as the full rules and procedures (should such a Code be agreed).
