Whilst I feel some sympathy for you, I must ask if it is really the PHP project to blame if your hosts use old PHP versions?
Personally I'm fixing the problem and moving everything to my own machines, but my point is not the personal one ... when ISP's do get around to updating then it is the likes of myself who have to pick up the pieces. The hosting I had problem with has now all been moved now to PHP5.3 despite the fact that the current version is PHP5.4. The reason - because PHP5.4 broke too much!
PHP5.2 to 5.3 and then 5.4 were not 'minor' updates and now we are talking about yet another jump, but unless someone takes stock of bringing legacy sites forward then nobody will want to use PHP?
I've just had a request to do some major work on a couple of sites that are currently on PHP5.2 ... I will document all the steps needed to move the code to PHP5.4. Fortunately neither site is on zend/fuel which is something else I have to tackle :(
