No. You should use it now and should always have used it. There was no change in this config parameter at least since 5.3.0. Look in the public SVN repo if you don't believe me.

Why aren't the production settings the built-in defaults ?

Because we expect from people that run production servers to be able to invest minimal effort of configuring their system given ready-made settings provided to them. Running production server implies one has more experience than a beginner developer, so default settings are targeted to beginners, which don't know how to use php.ini settings.
