Because it is _not_ an ordinary function definition. It's like saying '+' is "inconsistent" with '-' because $a+$b=$b+$a but $a-$b!=$b-$a.
I don't have any attachment to any particular syntax in this case, but I am strongly opposed to taking decision on the syntax based on the look of the constructs alone, ignoring underlying semantic differences and all the problems that it would lead to.
