Yes, please tell us your "long" term plan/roadmap/todo, what is the remaining work in intl and unicode, in php6 (from a ICU integration point of view). We have a wonderful tool to document such tasks very efficiently at http://wiki.php.net. Doing so may help you to do not be "out of resources" and to get contributions from the PHP community directly.
It's a good idea, but I want to deal with this release first. I will do it, but a bit later.
