I think it's more of a systemic thing than a single developer breaking a feature... I'm not quite sure how they got all the symbols (read: internal PHP function names) to be "different" between PHP3 and PHP4, but I suspect it was a butt-load of work for not much benefit. You can run as many versions as you want in FastCGI pretty trivially. Oh, and to answer another question in this thread: I don't know how many shared webhosts offer the ability to change PHP version with ForceType in .htaccess I only know that mine has offered that for quite some time, to easy any problems with clients who need to install niche software. I also know that another webhost of one of my clients' does it. So from a tiny non-representative sample, I'm looking at about 2 out of 6 webhosts I've experienced.
