Hmmm ... isn't the essence of PHP webspace to be able to put PHP
scripts/applications there to run them? phar could make the installation
of PHP scripts and applications easier as compared to uploading an
archive, unzipping it, possibly fixing access rights manually.

Any yes, they will allow it to run because it's no different from
allowing PHP scripts to run. As a matter of fact, .phar cannot do
anything that .php cannot do, but it's just one file which makes it way
easier to handler for end-users.
