Where you get these ideas I wonder? I want to use universally used formats.

I think we are. Endorsing phar as runtime format is endorsing policy, as I see it.
whatever *AR's work. Weare PHP and give options. And we try to make it as easy as possible. Here is something that would make a lot of peoples stuff way easier. Because believe it or not a bunch of people use PEAR.
