Sounds like a good plan. I'll skip the RFC, following the API conventions of the Session RFC (https://wiki.php.net/rfc/tls_session_resumption_api). I'll first study feature/dtls-1.3 and #31137 so the design is valid for version 1.3, and I'll come back to this thread once I have a working draft PR with the feature in place for review.
