I realize Windows isn't the perfect platform for PHP, but still, a lot of developpers are using the binary distrib to develop on their system and afterwards transfering the scripts to a production machine (hopefully running some Unixes w/ Apache). This is the way I set up Windows users at work to test their scripts before they can upload them on our CVS server (because they have no clue on how to use Linux).
I just believe that a great way to develop a software is first to be sure that it compiles alright. It's a lot easier to make a release afterwards if all these bugs have been fixed before. (BugID #24397)
