No one that I know of has suggested obsoleting RFC2675 - my documents do not 
say "obsoletes" (nor even "updates").

Packets as we know them include a single upper layer payload segment; what we 
are talking about
Is something different, because it can be made to carry multiple upper layer 
protocol segments in a
"parcel". This is the same as the parcels that you get from amazon when you 
order multiple small
things and they send all of them together in a single larger box.

Plus, packaging as an RFC2675 does not make the parcel eligible for transport 
over an actual
network Interface because there are insufficient integrity checks. Packaging 
according to
"draft-templin-6man-parcels2" includes the necessary integrity checks for 
transmission over
networks with sufficient MTU.

The terminology I am trying to establish is the following - a buffer that 
includes multiple
concatenated upper layer protocol segments is called a "parcel", and if you 
append
{TCP,UDP}/IP headers plus an integrity block it becomes an "IP parcel".
