better things do come along. but without backward compatibility they have a hard time catching on (like ipv6 or sctp) whereas with backward compatibility they have a hard time solving the real problems (like fast ethernet and edns). we make our choices and then our chances.

whole-cloth replacements for internet technologies come around every few years; there are always people and quatloos available for that work. but so far the big differences have only been made when tunneling was possible, as with for example quic.
