It is, but OpenSolaris 2010.03 (and by extension, its associated production release) is a product that is owned by Oracle, which is a different thing from the wider OpenSolaris project. While we're all waiting on 2010.03 to hit the repositories, development of the OpenSolaris source continues, and is publicly available. It's just currently not being neatly packaged by Oracle, while they concentrate on delivering 2010.03.
