It would be best to have an authoritative answer from someone who actually knows what is going on but none seems to be forthcoming. My guess is that Oracle prefers their staff to remain quieter about such matters than Sun did and we'll see the releases when we see them.
With the 2009.06 release, dev repository releases were delayed while the release repository update was pending. The dev releases resumed shortly after the production release was issued and some dev release numbers were skipped to catch up the the current bits when the dev releases resumed. My understanding of the reasoning behind this approach was this: When a new production release occurs, some people may want to move from the "dev" repository to the "release" repository. This is possible if the "dev" build number is less than the production build number; however, if the "dev" build is greater than the production build number, you can't just do an image-update to the production release. So they held back the "dev" releases until after to production release to make it easier for users wanting to switch from the dev to release streams. I have no direct knowledge so this is only my guess at what may be happening - for whatever that is worth (which may be nothing).
