I don't remember if advanced prefs were added in 5.1 or 5.2, but either way, the "atc_flag" preference is present in both versions. If it's not settable by the user, than you are going to need to talk to whoever has shell access to the Horde install to check that the pref is not locked.
Don't know if it would help, or if it's permitted on the forum, but I could tell you the host name if that would help?
It wouldn't. We have no connection to any hosting company and no access to their servers.

As of Horde 5 this is a user preference (visible when you choose to "Show Advanced Prefs").
