The only occasion where i have seen something like this was with big-sized mail from a network using a comercial firewall with some advanced security feature enabled. This lead to a stall connection if SACK (selective Acknowledgement) where used at some point of backlog. As the remote side had no interest in finding out the root-cause this is all i can say about.
