If there is a "clean separation" of the two softwares i.e. they haven't made any changes to the sources of IPTables to provide interfacing with their proprietary software(in which case these new API's are a covered under the same copyleft license and they are bound to make these changes Open Source) Redistributing Copyleft binaries as a part of their proprietary package is not in violation of the copyleft Licenses.
