Proprietary == you cannot take the specific pieces that make up the
package and implement them on your own computer(s), give them away to
others, modify them, etc.  For your application it really depends on
the license(s) of the code implementing the firewall and the
management package, not the licenses of the underlying operating
systems.

For an illustration, Gimp on Windows is free while Oracle on Linux is
proprietary.
