Tyr the following:
Use ntsysv to enable telnet and wu-ftp and any other
service that you want.
Also run the command:
setup
Select Firewall option and select no-firewall option.
Some times while installation you may have selected
some type of firewall that may be  blocking
connection. You can check if firewall is active by
executing:
ipchains -L
or 
iptables -F
if there are some entries then it is active and you
need to stop it.
