 It isnt advisable to make too many users in the Linux
system.Imagine the amount of time it would take if the
/etc/passwd file contains more than a lakh users!!  

Better than that would be to use and LDAP server like
OpenLDAP where you have no user limit.After all
directory services main aim is ast lookup!!
