1. Linux is less prone to system crash unless the
hardwares are failing or the kernel i simproperly
configured. The Windows analogy is similar but not
applicable. For instance data corruption can occur in
Windows in case of a system crash if the database in
"E:" drive is in use at the time of the crash.
"/usr/local" if in a separate partition does not
insure against data corruption, but is helpful in
preserving the data in case you decide for a system
upgrade. The best way to keep your data safe is to
have regular backups of your sensitive data, on
removable media. The options are many and softwares
like BRU can be of help.

2. Regarding kernel panic you haven't said when it
occurs and what are the exact messages. 

3. Regarding hot technologies under Linux, you may
regularly visit sites like linuxtoday.com to keep your
self updated.
