What we tell you may not apply because it is up to the admissions body to consider your candidature (your past degrees, professional experience, scores in the entrance exam). In your place, I would try to meet with the Comp. Science faculty @ IITM. Setup an appointment with the HoD or a senior Prof. and discuss (frankly) who you are, what you know and what you want to do. Emphasize on what skills you bring to the table and why you think you will be a successful PhD candidate in Comp. Science. Be ready for grilling. Let them guide you vis-a-vis what you need to do to qualify for the PhD program. Other alternative would be to apply educational institutions in US. The universities there are a lot more open to people with diverse background. Most PhD inductions come with a stipend that can see you through your basic needs.
