Change the keyboard Input method to ibus. Or start ibus-daemon directly
using Alt+F2. Then right click on i bus icon in notification area, go to
preference you will find few of languages expand drop-down list. Then
choose tamil phonetic.
Then add it. While clicking in text box press Ctrl+space to enable the
chosen phonetic. Now it should work.
note: ibus-m17n will enable Tamil support.
