FOSS is not defined in terms of the relationship of software to ownership. But ends up being opposed to corporate dictatorships. In fact many FOSS licenses have components that are not really compatible with capitalism. "Dictatorship of proletariat" does not fully define communist method of running states. The reference to 'dictatorship' is in the sense of something opposed to "autocracy of capitalists". According to Marx, communist states and their management should evolve from objective reality ... this ends up meaning different levels of decentralisation of power, democracy, etc. Yes communism would be FOSS compatible. But FOSS does not by itself yield communism. It can of course be argued that even within plutocratic systems FOSS will guarantee a certain amount of social welfare on the people.
